Ms. Garcia received her undergraduate degree in Political Science from the University of the Incarnate Word College in San Antonio in 1975 and her Doctor of Jurisprudence from St. Mary's University Law School in 1978.

After Law School, she interned with a prestigious personal injury firm in San Antonio, Texas.

Ms. Garcia later worked as a Supervising Attorney for Legal Services Corporation in Oklahoma.

Ms. Garcia is a member of the Montgomery County Bar Association, the Montgomery County Criminal Defense Lawyers Association, the State Bar of Texas, and the Texas Criminal Defense Lawyers Association.
